According to AIN.UA's estimates, there are about 300,000 IT professionals in Ukraine. Within the next 5 years, this number is set at least to double – the industry has an annual headcount growth rate of about 20%. There are many large tech hubs in the country: beside Kyiv, those are Lviv, Kharkiv, and Odesa; Dnipro and Vinnytsia are actively developing. Before you move to Ukraine to work, it is worth learning more about the country. We will tell you what the situation with visas is, and how to get one.

Citizens of more than 100 different countries need a visa to visit Ukraine. However, there are many countries whose citizens are not required to obtain a visa, and an international travel passport is enough for them.

Ukrainian visa policy has a concept of a full visa-free regime, which has been introduced with several countries (whose residents do not need to obtain a visa of any type). For example, for Belarusian citizens, it is enough to have just their national passport when entering the country. Travelers from Georgia, Moldova, Armenia, Azerbaijan, and Uzbekistan need to have their international travel passports; those from Mongolia would be asked to produce documents supporting the purpose of their visit. The time of stay in the country is limited to 90 days within 180 days.

There is also another kind of visa-free access. Under its terms, a foreigner can stay in Ukraine for a total of 90 days within six months. It applies to the countries of the European Union, some countries of South America, the USA, Canada, Japan, and many others (more than 50 countries overall).

Travelers from other places need a visa. And we will tell you how to get it.
The purpose of the visit
Whether the set of documents to prepare is large or not depends on the purpose of entry and stay. There are three types of Ukrainian visas:
Transit visa (type B) serves the purpose of transit passage through the territory of Ukraine to other countries. It allows the holder to stay in Ukraine for five days only.
Short-term visa (type C) commonly grants the right to stay in Ukraine for a total of 90 days within 180 days. There are exceptions, though. For example, for Serbian nationals, the above figures are three times less: they can enter just for 30 days in total within 60 days.
Long-term visa (type D), accordingly, is needed for those entering Ukraine for more than 90 days to settle down documents that give the right of residence or long-term stay in the country.
Documents
Under the "Regulations for Visa Issuance for the Entry to and the Transit through the Territory of Ukraine," dated March 1, 2017, for all types of visas there is a minimum set of documents that you would have to provide to a Ukrainian diplomatic mission or another official body entitled to accept such documents:
a passport with at least two blank pages that would be valid for at least 3 months after the entry to Ukraine;
a completed visa application form;
a medical insurance policy with the coverage of at least 30,000 euros;
a color photograph, 35×45 mm;
documents confirming that you have sufficient financial resources for the period of your planned stay in Ukraine (or confirming the possibility of obtaining sufficient resources on Ukrainian soil in a legal manner);
a confirmation of payment of the visa fee.
Next, you need to go by the visa type. The set of additional documents will vary depending on it. The case of applying for a long-term visa (type D) will be covered in detail further on. It is most likely that you will embark on your first trip to Ukraine with a tourist visa (type C), for which you will need to have documents supporting the tourist purposes of your travel: hotel reservations and tickets. If you visit for an interview, your prospective employer should send an invitation to the embassy. All the information can also be found on this website.
Applying
When all the papers are prepared and checked, all that remains is to submit them to the consular office, the Ukrainian diplomatic mission in your country, or the visa center.

If you don't like to stand in lines and are a national of Australia, Dominican Republic, Jamaica, or any of these 45 countries, here is the good news for you: you have a chance to save time and obtain an e-Visa. Some restrictions apply, though: it allows for a single entry to Ukraine with a business or tourist purpose for a period of up to 30 days.

This requires registering on the platform, filling out the application form, uploading basic documents, and paying the visa fee of $85 online.

Citizens of those countries can also apply for the visa right at the Kyiv airports Boryspil and Kyiv, as well as at the Odesa airport.

The above e-Visa regulations will be valid until November 1. Then, it is all going to become much simpler, cheaper, and faster:
applicants will be able to choose the preferred e-Visa issuance procedure: regular or expedited, with the fee, doubled in the latter cases;
e-Visas will be issued much faster: the expedited processing will take 1 working day, and the usual processing procedure will be 3 working days (so far, the time for considering visa appeals can take up to 9 days);
in addition to the existing single-entry visa, a new type will be introduced: a double-entry e-Visa;
visa fee rates will be significantly reduced: the fee for a single-entry e-Visa will drop from $85 to $20, and a double-entry one will cost $30.
Having a visa does not guarantee entry to the Ukrainian territory. Refusal of entry is possible during border control at the border crossing point, for example, in cases where you fail to provide convincing documents to confirm the purpose of your trip.

Professionals get salaries that are comparable with those in Europe but can save up/invest more because a comfortable level of living is cheaper here. And access to opportunities and entertainment is almost the same. Numbeo estimates that, excluding rent, just $400 per person per month is enough for comfortable living.
Ukraine in general and Kyiv, in particular, is a city of opportunities. Here, people do not shut display windows at 8 pm and are ready to work on weekends if needed. Any entrepreneur would say, there is the most fertile soil here – one just should know how to 'grow' money.
Kyiv is a vibrant city with all-night dancing, the best gastronomy, and world-class bars. Everything is 24/7.
Kyiv is a European city but without European prices. A cup of coffee will cost just $2–3, a hearty breakfast, up to $10, including tips. It is cheap for both living and recreation.

5,000 EXPATS
In early 2020, the Ministry of Digital Transformation of Ukraine adopted a decree according to which 5,000 IT specialists from other countries can come to Ukraine according to simplified rules and get a job here. In mid-July 2020, the system went live. However, it has some limitations to consider. The gains are also significant. Here's the full story.
Simplified entry regime for IT professionals
What a foreigner gets:
Employment under the same conditions as for Ukrainians. At the same time, there is no peg to a specific company or position;
Possibility of getting a permanent residence permit;
Getting visas on the territory of Ukraine for traveling to other countries;
Things you need to be prepared for:
You can't just come, say that you are an IT specialist, and get a visa. Firstly, there are quotas in fields, and you can read them and the rules for confirming qualification here.
The quota is only 5,000 people. It is very small. Moreover, it is also distributed between cities:
Kyiv — 2,500 individuals;
Kharkiv — 700 individuals;
Dnipro, Odesa, and Lviv — 600 individuals each.
The entire process is far from fast. It might take 3 to 4 months to complete the process, including verification of documents.
Documents:
Travel outside Ukraine and return without the need to apply for a visa;
There is an opportunity to immigrate to Ukraine with the family;
You do not need to obtain an annual permit to employ a foreigner;
You need to register just once per 10 years. The annual renewal is required only in the case of a working visa.
It is not entirely clear, when the quote has been used up, ends, or closes for a particular city.
Prepare the required set of immigration documents:
application for an immigration permit (filled in electronically at the time of submission of documents);
copy of a document confirming identity and legality of stay on the territory of Ukraine;
document confirming the residence abroad and in Ukraine;
information about the composition of household, copy of the marriage certificate;
document stating that the applicant does not suffer from chronic alcoholism, substance abuse, drug addiction or infectious diseases;
certificate of no criminal record.
It should be noted that without the help of the company's lawyer or a personal lawyer, it will take more time and effort to do all of the above. That is why you should consider a lawyer's assistance.
A foreigner who is already in Ukraine on a legal basis must submit an application and a set of documents to the State Migration Service at their place of residence. A foreigner who is abroad must submit it to the Consulate of Ukraine in the country of residence.
Within 3-4 months, the State Migration Service of Ukraine will check documents in order to make a decision on granting or refusing immigration. The permit is valid for 1 year from the date of issue.
After receiving a permit, a foreigner must apply for a residence permit in Ukraine to the State Migration Service. While in the country of permanent residence, you must obtain a visa at the Consulate of Ukraine.
After receiving a residence permit, a foreigner must register his or her place of residence within 30 days.

EXPAT / TYPE D VISA
You did not manage to get into the group of 5,000 lucky people, and you need to get a job in Ukraine in the usual format? In this case, you need to obtain a long-term work type D visa. You will need the help of a lawyer, which will significantly speed up all the processes. It is worth considering that all the actions described below incur financial costs in the form of payment of duties, certificates, etc.
The documents you need:
Documents for obtaining a work permit (the resulting document is necessary for a foreigner to apply for a type D visa at the Embassy):
Application;
Copies of pages of a foreigner's passport with a notarized Ukrainian translation;
A few important things you need to be aware of:
The entire obtaining procedure of long-term type D visa will cost about $ 1,500 - $ 2,000. But the amount can be higher because there is a different consular fee for a visa for each country. The sum includes the payment of duties and legal fees. It is better not to skimp on legal services.
If you receive a long-term work type D visa, you must renew all these permits and documents every year. This will again take time and money, but less than the first time.
There are many workarounds on how to employ a foreigner cheaper, without permits or through other deceptions. We interviewed some lawyers during the preparation of the article, and all of them strongly advise against it. If problems do not come immediately, they will come later or with the first inspection, and a complaint to authority will lead to the cancellation of documents across all. And a fine of about $3,500.

Temporary residence. You need to submit documents and receive them in person at the head department of the migration service in the region where your registration address will be. It is necessary to know that a foreigner must enter Ukraine bearing a type D visa and then apply for a certificate of temporary residence. Documents required for registration:

The entire process is neither fast nor cheap. Nonetheless, Ukraine plans on becoming more open to foreigners and attracting more talents.

Health insurance and copy thereof;
Receipt confirming the payment of administrative fee and stamp duty;
Letter of commitment from employer.
TIN (ІПН) — taxpayer's identification number in Ukraine. Without it, for example, you cannot open a bank account. You need to submit documents for a TIN at a taxpayer service center in any district. You can do it both personally (you need a notarized Ukrainian translation of your passport), and by power of attorney (you need a power of attorney). To get a bank card, you need a foreigner's passport, work permit, and TIN.
After obtaining a residence permit, a foreigner has 30 days to register. The date of the actual obtaining a residence permit can be confirmed by a receipt issued by the migration service. To register in Ukraine, you need to visit the Administrative Service Center in the area of your future registration. Documents required for obtaining registration:
Written request for registration of place of residence;
A document in which information about the place of residence is entered;
Receipt confirming the payment of stamp duty or exemption therefrom;
Copy of passport of the owner(s) of house;
Consent of the owner(s) to registration;
Documents confirming the right of ownership to the house: ownership certificate; certificate of inheritance; sale and purchase agreement; gift deed; relevant court decisions, etc.
A foreigner, like a Ukrainian, must be officially employed. The documents and procedures are the same.
If you have obtained a temporary residence permit, you can come with your family. Make sure that the family has documents confirming kinships, such as marriage certificates and birth certificates. The family must arrive after all the documents are ready and received: otherwise, it will be necessary to leave the country and enter it again.
Power of attorney from a company;
Official payments to the employment office for the issuance or renewal of a residence permit as of 2020:
for permits for a term of 1 to 3 years — 12,612 UAH;
for permits for a term not exceeding 6 months — 4,204 UAH.
for permits for a term of 6 months to 1 year — 8,408 UAH;
The employer needs to pay the fee within 10 working days from the date of receiving the decision to issue or renew the permit.

Concerning the salary that needs to be paid to a foreigner by law, paid amount for foreign employees of public associations, charitable organizations, and educational institutions comes to at least 5 minimum wages (25,000 UAH) as of September 1, 2020. For all other categories of foreign employees — at least 10 minimum wages (50,000 UAH) as of September 1, 2020.

Sector X is an acceleration hub based at UNIT.City. The hub works with startups and also has special offers for large businesses that strive to innovate.
Work on tracks: partner companies in certain industries (e.g. MedTech, Logistics) are looking for startups to launch pilot innovation projects. A startup receives training, an opportunity to launch a pilot project with a corporation, expertise from a partner company, networking, and, subject to successful cooperation, investments. Startups get all that for free. Today Hub partners are such companies as L'Oreal Groupe, Farmak, Foxtrot, Parimatch Tech, and British American Tabacco Ukraine.
Paid training programs in various fields, including finding clients in the United States, preparing a startup to raise investment, etc. Sector X provides training materials and mentors with extensive hands-on business experience.
Large businesses, in cooperation with Sector X, can get access to startups that will provide their innovative solutions and allow them to quickly transform the business to meet modern needs. Or Sector X will find a startup that the business can acquire and immediately implement the necessary changes. It is a kind of 'scouting' for technologies instead of people. Sector X also conducts corporate innovation training programs.
Access to free acceleration programs. It is a three-month training program for startups at any stage of development. If the startup successfully completes the program and the accelerator's team sees the team's progress, Sector X introduces the startup to investors from Ukraine, Europe, and the USA.

ucode is one of a kind educational IT project in Ukraine within UNIT.City.
The program has been developed based on the Challenge Based Learning method, which was initiated by Apple and is used in the Apple Developer Academy. Education is based on real challenges, which students overcome and find ways to solve problems.
Students learn through play, and this helps maintain interest in learning. Besides, students work in teams (peer-to-peer). This way, they can exchange experiences and evaluate the results of each other's work so that the training is as efficient as possible. This approach recreates the real atmosphere of the daily work of programmers.
Learning takes place at a convenient time for the student on a comfortable 27-inch iMac. If necessary, learning takes place remotely. The requirement is age 17 and older.

NEST (Network, Education, Startup, Technology)
NEST is a large-scale project that combines an accelerator and an incubator, a professional get-together, and a platform for attracting investments, an HR hub, and a kind of 'gateway' to Western markets. NEST comprises several dozen different programs for startups, powerful mentoring support, hundreds of profession-oriented events, and direct communication with investors.

NEST Bootcamp is a free three-month training course for startups by UNIT.City innovation park. During the selection process, the Nest team selects seven promising startups. The startups receive the following:
Assistance in attracting investments and assistance with launching in foreign markets;
Handling prospective clients.
"Startups are required to fully immerse themselves in learning, work with clear KPIs, develop, and test hypotheses. In other words — maximum involvement in the creation of your product. And the tools for nurturing big business will be provided by UNIT.City," said Rick Rasmussen, a research fellow at UC Berkeley, director of startup programs at Sutardja Center for Entrepreneurship & Technology.
USB programs are packed with dozens of hours of practice and a minimum of theory.
The school teaches how to apply business tools used in real business: scrum management of IT projects, service business and manufacturing, and canvas for small and medium-sized businesses, lean canvas for startups, European reporting standards, consumer profile, creation of MVP, etc.
At the Unit School of Business, people who are themselves 24/7 in entrepreneurship share their experience and knowledge. These are not theoreticians, but practitioners who work every day in their companies: UFuture, Nova Poshta, European Bank for Reconstruction and Development. Mentors are from Biopharma and UDP.
